libfilter-perl software package provides Perl source filters, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libfilter-perl
libfilter-perl is installed in your system.
Make ensure the libfilter-perl package were installed using the commands given below,
$ sudo dpkg-query -l | grep libfilter-perl *
You will get with libfilter-perl package name, version, architecture and description in a table
